They still do some important ground work like overseeing elections, protecting certain communities from extremists in Africa, protect foreign Ngo groups like red cross in volatile areas, protect those who administer vaccinations in illiterate regions. There are also branches like UNICEF which still does important work in getting poor children to school. UNESCO giving aids to maintain heritage sites. UN does pretty well when the big five doesn't get involved. But I understand the examples you mentioned are massive failures of UN especially Iraq and Rwanda.
